Greek Expat Tax Optimization & Non-Dom Regimes
Greece has enacted some of the most competitive tax optimization frameworks in the European Union. Whether you maintain non-tax-resident status with zero global tax liability, or elect to relocate under the €100,000 Non-Dom lump-sum regime, understand how to structure your assets legally.
Golden Visa Residency Does NOT Impose Greek Tax Residency
A major point of concern for foreign high-net-worth investors is whether acquiring Greek Permanent Residency will subject their global investment portfolios, corporate dividends, or capital gains to Greek taxation.
The statutory rule is unequivocal: holding a Golden Visa permanent residence permit does not automatically make you a Greek tax resident. Under Article 4 of the Greek Income Tax Code (Law 4172/2013), an individual is considered a Greek tax resident only if they maintain their permanent home or habitual abode in Greece, or spend more than 183 days in Greece within any 12-month period.
If you reside outside Greece, you are taxed in Greece strictly on Greek-source income (i.e., rental income derived from your Greek property). All other worldwide income, offshore trusts, foreign company shares, and overseas dividends remain 100% untaxed by the Hellenic Independent Authority for Public Revenue (AADE).
Greece's Three Premier Expat Tax Regimes
For investors who choose to relocate their tax residency to Greece, the government offers three specialized tax brackets under Law 4646/2019:
€100,000 Flat Lump-Sum Tax
Modelled after Italy's famous regime, Article 5A allows ultra-wealthy individuals to pay a single flat tax of €100,000 per calendar year on all foreign-sourced income, regardless of the amount (whether you earn €1M or €50M).
- Locked in for 15 consecutive tax years
- Total exemption from inheritance/gift tax on foreign assets
- Family extension: €20,000/year per dependent
- Requires minimum €500,000 Greek investment (Golden Visa real estate fully qualifies!)
7% Flat Foreign Pension Tax
Designed for international retirees and pensioners relocating their tax residency to Greece. All foreign pension payouts, annuities, and retirement distributions are taxed at a flat rate of just 7%.
- Valid for 15 consecutive tax years
- Replaces progressive tax rates (up to 44%)
- Applicable to state, corporate, and private pensions
- Applicant must not have been a Greek tax resident in 5 of the prior 6 years
50% Income Tax Exemption
Geared toward working professionals, remote executives, and entrepreneurs moving their employment or self-employment to Greece. Offers a 50% exemption on Greek personal income tax.
- Valid for 7 consecutive tax years
- Exemption from Greek solidarity contribution
- Applies to newly created jobs or Greek registered freelancing
- Commitment to remain in Greece for at least 2 years
Greek Real Estate Rental Income Tax Brackets (Scale Rates)
If you generate rental returns from your Greek property, net rental income is subject to Greek autonomous rental taxation:
| Annual Net Rental Income Bracket | Applicable Tax Rate | Example on €15,000 Annual Rent |
|---|---|---|
| €0 – €12,000 | 15% | €12,000 × 15% = €1,800 |
| €12,001 – €35,000 | 35% | €3,000 × 35% = €1,050 |
| Over €35,000 | 45% | Total on €15,000 = €2,850 (19.0% effective) |
*Standard automatic 5% deduction for building maintenance is applied by the Greek tax authority before computing taxable rental profit.
